New Flooring Before You Move In: A Dubai Timeline from Handover to Move-In Day
Just got the keys? When to snag, approve, install flooring, clad stairs and bring furniture in, so your new Dubai home is finished before move-in.
By BestFloor team15 October 2026

The best time to change the floors in a new Dubai home is between handover and move-in: after snagging, repairs, painting and fitted joinery, and before the furniture arrives. An empty home is faster to floor, there is nothing to move, and you never live through the work. With SPC over the existing tiles, BestFloor typically needs about one day for a one-bedroom apartment and two to three days for a villa of around 200 m².
Getting the order right avoids paying twice. This timeline shows what to do in which week.
Why do the floors before you move in?
Because every job is simpler in an empty home. No furniture to move, no family routines to work around, and no dust on your belongings.
- Faster installation: whole rooms are open from wall to wall.
- Cleaner result: skirting and stairs can be finished without obstacles.
- No disruption: you move into a finished home.
- Better planning: furniture and rugs can be chosen for the floor you actually have.
Step 1: Snag the home first
Before you cover anything, inspect the original floor and report defects to the developer. Once new flooring is laid over the tiles, problems underneath are harder to see and to prove.
Dubai Law No. 6 of 2019 makes developers liable for one year from handover for repairing or replacing defective installations, such as mechanical, electrical, sanitary and similar works, and for ten years from the completion certificate for defects in structural parts (Dubai Law No. 6 of 2019).
Check in particular:
- hollow sounding or cracked tiles
- loose skirting or tiles at doorways
- any sign of water near bathrooms, kitchens and AC units
- floor levels at thresholds and on stairs

Step 2: Get approvals and access
Ask the building or community management what is needed for flooring work as soon as you get the keys. Many buildings require a works permit or NOC and registered contractor access, and new buildings often have their own move-in and fit-out procedures.
Wasl, for example, lists floor tile fixing as needing an NOC in its properties, with up to 5 working days for residential requests (Wasl). Rules differ between developers, so check yours. We help you with the NOC application, and our guide to NOCs for flooring in Dubai explains what to prepare.
Step 3: Finish the "wet" and messy trades
Do anything dusty or messy before the new floor goes in: repairs, painting, ceiling work, electrical changes and fitted joinery.
Ecofloor's SPC guidance says its floor should be the last thing installed in the room, after all other works and the installation of fitted units, to avoid accidental damage (Ecofloor Signature SPC catalogue). Painting after flooring risks drips and ladder marks; joinery after flooring risks pinning the floating floor.
A good sequence:
- Developer repairs from snagging.
- Electrical, AC and ceiling changes.
- Fitted wardrobes and kitchen changes.
- Painting (a final touch-up can follow later).
- Flooring, stairs and skirting.
- Deep clean.
- Furniture and move-in.
Step 4: Choose the floor
Decide on colour, thickness and pattern while the other trades are working, so the floor is ready to go in as soon as they finish.
- Colour: we bring samples to the site visit; see also our floor colour guide.
- Thickness: we install 5 mm and 6.5 mm SPC.
- Pattern: straight planks, herringbone or other patterns; see herringbone vs chevron.
- Stairs: clad to match; see stair cladding.

Step 5: Install the floor
In an empty home, SPC goes in quickly. For a one-bedroom apartment we typically need about one day, and for a villa of around 200 m² about two to three days, including stairs and skirting.
In a new home, the existing tiles are usually flat and sound, so SPC can generally go straight on top. Ecofloor asks for level variation of no more than 2 to 3 mm over 2 metres (Ecofloor Signature SPC catalogue), and we check this at the site visit. See SPC flooring over tiles and our installation process guide.
Step 6: Clean, protect and move in
Vacuum the fine dust, give the floor a light damp mop, put felt pads on furniture and lay mats at the entrances before moving day. Ask movers to carry rather than drag, and to protect the floor along the main route if heavy items come in. Our SPC cleaning guide has the full routine.

Sample timeline: handover to move-in
Most of the time goes on approvals and other trades; the floor itself takes days.
| Stage | What happens | Typical duration |
|---|---|---|
| Handover and snagging | Inspect, report defects | First days after keys |
| Developer repairs | Fix snag items | Depends on developer |
| Approvals | Building or community permit | Up to 5 working days in one published example |
| Other trades | Electrical, joinery, painting | Depends on scope |
| Flooring | SPC, stairs, skirting | About 1 day for a 1-bed, 2 to 3 days for a 200 m² villa |
| Clean and move in | Deep clean, furniture | 1 to 2 days |

New communities: an example
Newer master communities often have the most handovers at once, and the same questions come up every time: approvals, contractor access and stairs. Our Tilal Al Ghaf flooring guide shows how this works in one community, with a real three-storey Aura Gardens villa floored, stairs included, in 2 to 3 days.
Budget for the floor
Our typical rate is about AED 80 to 110 per m² including 5% VAT, with skirting and stairs included in the per m² price. Herringbone is AED 100 to 115 per m². A 4-bedroom villa of 200 to 220 m² typically costs AED 18,000 to 22,000 depending on the material. The final quote follows a site visit. Check your numbers with the cost calculator or in the SPC cost guide.
Common mistakes to avoid
Most problems come from doing things in the wrong order.
- covering cracked or hollow tiles before reporting them to the developer
- installing the floor before painting and joinery
- booking the installation before approval arrives
- letting movers drag furniture over a new floor
- leaving the home closed without AC for weeks in summer; see SPC in Dubai heat and sunlight

FAQ
Should I install new flooring before moving in?
Yes, if you can. An empty home is faster and easier to floor, there is no furniture to move, and you avoid living through the work. With SPC over existing tiles, BestFloor typically needs about one day for a one-bedroom apartment and two to three days for a villa of around 200 m².
When should flooring be installed in a new home?
After snagging, any developer repairs, painting and fitted joinery, and before furniture arrives. Ecofloor recommends that its SPC is the last thing installed in a room, after other works and fitted units.
Should I snag the tiles before covering them with SPC?
Yes. Report cracked, hollow or loose tiles and any leaks to the developer during your defects period before covering them. Dubai law makes developers liable for one year from handover for defective installations such as mechanical, electrical and sanitary works, and for ten years for structural defects.
Do I need permission to change floors in a new building?
Often yes. Many buildings and master communities require a works permit or NOC for flooring, and contractor access may need to be registered. Ask the community or building management as soon as you get the keys.
How soon after handover can SPC be installed?
As soon as approvals are in place and the floor is clean, dry and flat. In a new home the tiles are usually in good condition, which makes SPC installation straightforward.
