Do You Need an NOC to Change Flooring in Dubai? Owners, Tenants and Building Rules
When changing floors in a Dubai apartment or villa needs a building NOC or landlord approval, what to ask, typical fees, and how to plan the timing.
By BestFloor team15 October 2026

In many Dubai buildings and communities, yes: changing floors needs some form of approval, usually a renovation permit or NOC from the building management or master developer, and tenants always need the landlord's permission first. The exact rules depend on your building, not on the type of floor. Even a floating SPC floor laid over existing tiles is often treated as renovation work because contractors, materials and some noise are involved.
This guide explains who approves what, what a typical application looks like, and how to plan it so the work is not delayed. It is general information, not legal advice. Always check your own building's rules.
Why approvals are needed at all
Most Dubai apartments and many villas sit in jointly owned properties, where building rules control how and when works happen. Dubai Law No. 6 of 2019 on jointly owned property sets the framework.
Two points from that law matter for flooring. First, the law counts "floors and flooring materials" as part of each unit, so the floor inside your apartment is yours. Second, occupants must follow the building's rules, and any substantial alteration to the structure or external appearance of a unit needs the approval of the master developer, the Dubai Land Department and the competent authority (Dubai Law No. 6 of 2019).
A new floor inside your unit is not a structural change. In practice, though, buildings manage everyday works through their own procedures: contractor access, working hours, lift protection and waste removal. That is where the NOC comes in.
Owners: who to ask
Owners usually apply to the building management company or the master developer's community team. Ask them three questions before you book:
- Is a permit or NOC needed for flooring, and does it differ for SPC over tiles versus tile removal?
- What documents and fees are required?
- What are the permitted working hours and delivery rules?
As one published example, Wasl lists "floor tile fixing" as a works category that needs an NOC in its properties, required when changing the entire tiles of a room, with a processing fee of AED 500 plus small additional charges, and up to 5 working days for residential applications (Wasl). Other developers have their own forms, fees and timings.

Tenants: landlord permission first
A tenant must get the landlord's written permission before changing the floor, and then the building's approval. Khaleej Times explains that in Dubai a tenant may not make changes or carry out works in a rented property without the landlord's permission and the necessary approval from the competent authorities (Khaleej Times).
Practical tips for tenants:
- agree in writing who pays, and whether the floor stays at the end of the tenancy
- share the product details and the quote with the landlord
- ask the landlord to confirm the building's requirements, since many buildings accept applications only from owners
Villas: community rules still apply
Freehold villas in master communities often have community rules for contractor access and working hours, even when no permit is needed for interior flooring. Gated communities may require contractor registration at the gate and limit noisy work to certain times.
Interior flooring rarely touches the structure or external appearance of a villa, but always check with your community management before starting.
Holiday homes
If your property is a licensed holiday home, plan flooring works around both building rules and your booking calendar. Dubai's holiday home rules require units to meet the technical specifications set for their classification (Administrative Resolution No. 1 of 2020). A floor change does not normally affect that, but block the dates and update listing photos afterwards. See our rental and holiday home flooring guide.
What a typical application includes
Most buildings ask for the same basic information, whatever the floor type.
| Item | Typical requirement | Who provides it |
|---|---|---|
| Application form | Building or developer form | Owner |
| Title deed or tenancy contract | Proof of ownership or tenancy | Owner or tenant |
| Landlord consent | Written permission for tenants | Landlord |
| Scope of works | What is installed, where | Contractor |
| Contractor details | Trade licence, contact details | Contractor |
| Fee | Varies by building | Owner |
| Dates and hours | Planned installation days | Owner and contractor |
Requirements vary. Use this as a checklist to prepare, not as a rule list.
SPC over tiles vs tile removal
Laying SPC over the existing tiles is a much lighter job than breaking out tiles, and that can make building approvals simpler. There is no demolition, little noise and almost no debris, and the work is short: about one day for a one-bedroom apartment and two to three days for a villa of around 200 m² with BestFloor.
Some buildings may still classify it as flooring work, so always ask. Our guide to SPC flooring over tiles explains the job itself, and our installation process guide shows what happens each day.

Planning the timing
Apply for approval as soon as you accept a quote, and book the installation for after the approval date.
- Get a site visit and quote; we bring samples so you can choose the floor.
- Ask the building what is required and apply, with our help.
- Book the installation once approval is confirmed.
- Tell the building the delivery date for lift booking if needed.
- Install, then reclaim any deposit the building took for lift or corridor protection.
If you are moving into a new home, combine this with your handover timeline. Our guide on new flooring before you move in covers the sequence.
Common mistakes that delay flooring jobs
Most delays come from starting the paperwork too late or assuming a floor over tiles needs no approval. These are the ones to avoid:
- booking installers before the building has confirmed approval
- tenants applying directly when the building only accepts owner applications
- forgetting to book the service lift for material delivery
- planning work on a Friday or public holiday when buildings may not allow contractors
- not telling the security desk the contractor's name and vehicle details
A five-minute call to the building management before you accept a quote avoids almost all of them.
How BestFloor can help
We help you with the NOC: we explain what your building needs, provide the quote, scope of work and contractor details for the application, and plan the installation around your building's hours and rules. We install SPC in 5 mm and 6.5 mm, usually over existing tiles, protect your home, move furniture and trim doors. Our typical rate is about AED 80 to 110 per m² including 5% VAT, with skirting and stairs included, and the floors carry a 20-year limited residential manufacturer warranty from Ecofloor, plus our own 2-year installation warranty.
